Assemble the top, sides, and bottom into a box. Pocket holes work well, but plain screws or even nails work too since the whole thing is face-framed afterward — whatever method you use, predrill every hole and don't skip the glue.
Add the three dividers, measuring each gap independently to keep them all exactly 11" apart — don't assume the second gap is correct just because the first one matches.
Either install the shelves permanently now, or drill shelf-pin holes in the sides and dividers to add adjustable shelves later.
If using pocket holes, build the entire face frame as one unit first, then attach it to the case with 1-1/4" nails and glue. If attaching board by board instead, start with the top board, gluing and nailing it on — including into the dividers, not just the sides.
Cut and fit the bottom face frame board and nail it on, again nailing into the dividers as well as the sides.
Attach the caster wheels to the bottom.
