Build the frame using the two handles and the long and short frame supports, joined with 1-1/4" self-tapping wood screws and glue, countersunk slightly below the surface so nothing catches on little hands.

Drill a hole through the front of the frame and the wheel, then bolt the wheel on with the connecting bolt and nut, leaving it free to spin. Add the legs to the back of the frame with more 1-1/4" screws and glue.

Assemble the mitered bucket sides and ends with 1-1/4" brad nails (or screws), then attach the 1/4" plywood base to the bottom with 3/4" brad nails and glue.
Tools: Drill / Driver, Random Orbit Sander
Attach the bucket to the frame with 1-1/4" screws driven into the handle 1x2s. Sand every edge and corner smooth — this is a toy that gets grabbed, dragged, and sat in.
