The frame's OUTSIDE dimensions are the finished headboard's dimensions, which is worth confirming against your actual bed and wall space before cutting a single board, since there's no trimming a frame down after assembly.
Cleats for attaching the headboard to a bed frame or footboard get added to the back of the panel next, positioned to match wherever your specific bed frame needs the attachment points — this varies enough between bed frames that cut-to-size is the right instruction rather than a fixed number.
The padding and fabric step is genuinely simple despite looking like upholstery work: layer batting or old comforters over the panel, staple neatly at the back, then cover in fabric and staple again, pulling snug as you go to avoid wrinkles on the front face. This headboard is floor-standing, not free-standing — it must be attached either to the wall with a French cleat or to the bed frame itself for stability, since a padded panel this size and this top-heavy will tip forward if left resting unsecured against a wall.

Build the 2x4 frame for the headboard — the outside dimensions of the frame are your completed headboard's dimensions, so confirm they match your bed and wall space before cutting.
