Attach the two 1x2 back legs to the 2x2 back support piece with 1-1/2" self-tapping screws.
Attach the main center support to the back-leg assembly with 2-1/2" screws and glue — a pocket hole works here too if you'd rather.
Attach the leg/support assembly to the bottom base piece with 1-1/2" screws. Exact positioning isn't critical here — just get it centered and square enough to build on.
Plywood is the right choice for the front piece over a thinner 1x board — it holds up better to a toddler pulling on the handlebars. Cut the front piece to size first, then bevel the bottom end at 10° off square on the miter saw (or set a circular saw to a 10° bevel if that's what you have). Attach to the base assembly.
Attach the seat piece, with its front edge cut at 10° to match the front piece's angle, along with the small backrest.
Attach the four non-marking swivel caster wheels to the bottom with screws under 3/4" long so they don't punch through the plywood. Drill a hole through the top of the front piece and glue in the dowel handlebars.
