This is a scrap-bin project by design — every part is small and comes from plywood, 1x2, and 2x2 offcuts, which makes it a good use for the leftovers from a bigger build. The one dimension worth respecting exactly is the 10° bevel on the front piece's bottom edge; it's what lets the handlebars sit at a usable angle for a toddler's height and grip, and it's genuinely easier to cut that bevel on a miter saw with the piece already sized to its final shape than to try to size and bevel in one pass.
Plywood, not 1x stock, is the right call for the front piece specifically — it holds up to a toddler yanking on the handlebars in a way that thinner 1x material won't. Non-marking, full-swivel caster wheels matter more than they might seem to on a toy like this: cheap fixed casters make the scooter hard to steer and can scuff hard flooring, while non-marking swivel casters are what make the thing actually fun and safe to ride indoors.

Assumes 8 ft stock, a 1/8" saw kerf, and buying each part at its own width. Change the board size or kerf on the full board plan →
Attach the two 1x2 back legs to the 2x2 back support piece with 1-1/2" self-tapping screws.
Attach the main center support to the back-leg assembly with 2-1/2" screws and glue — a pocket hole works here too if you'd rather.
Attach the leg/support assembly to the bottom base piece with 1-1/2" screws. Exact positioning isn't critical here — just get it centered and square enough to build on.
Plywood is the right choice for the front piece over a thinner 1x board — it holds up better to a toddler pulling on the handlebars. Cut the front piece to size first, then bevel the bottom end at 10° off square on the miter saw (or set a circular saw to a 10° bevel if that's what you have). Attach to the base assembly.
Attach the seat piece, with its front edge cut at 10° to match the front piece's angle, along with the small backrest.
Attach the four non-marking swivel caster wheels to the bottom with screws under 3/4" long so they don't punch through the plywood. Drill a hole through the top of the front piece and glue in the dowel handlebars.
