Rip a single plywood sheet into three 15-3/4"-wide strips to become the shelf bottoms — do this with a table saw fence set to 15-3/4", or with a circular saw measuring and cutting one line at a time rather than marking all three cuts first, since the blade's own width shifts each successive measurement. The 2x4 legs and cross pieces form two ladder-style end frames, assembled with self-tapping screws or pocket holes if you have a jig.
Build each shelf as its own small 1x3 frame first, then glue the bottom edges and nail the plywood panel to the underside of each frame — a framed-and-bottomed shelf, not a bare plywood panel resting on cleats. Place the finished shelves inside the ladder frame and screw down through both the shelf and into the legs — this is what actually locks the whole cart together, not just the ladder frames on their own.
Casters go on last, and this build works equally well with light-duty 1/4" plywood shelf bottoms or heavier 1/2" plywood if you plan to load it with anything substantial.

Build the frame for each shelf from the shelf ends and sides, using nails and glue, screws, or pocket holes. Apply glue to the bottom edges and nail the plywood panel to the bottom.
Place the shelves inside the ladder frame and screw down through the shelves and into the legs.
Attach the caster wheels to the base.
Apply stain or paint if desired.
