This is a tiny, fast build where the drilling layout matters more than the joinery — the base is just two boards screwed together, and the entire personality of the finished piece comes from how you space the holes for the cone-and-scoop dowels across the top. Lay out your hole spacing on paper first against your actual craft-store cone and ball pieces, since those come in slightly different sizes brand to brand and the plan's spacing is a starting point, not a guarantee.
Drill the dowel and cone holes before you attach the top bar — once that bar is on, you've lost your clean, flat drilling surface and have to work around the frame. Wood cones and balls (sold as doll and craft parts) glue into the drilled holes rather than being turned on a lathe, which is what makes this approachable as a quick project even without woodturning experience.

Build the base from the long boards and end caps, using 2" wood screws and wood glue.
Lay out and drill the holes for the cones and support dowels in the top of the base — check your spacing against your actual craft-store cone and ball pieces before drilling, since sizes vary between suppliers.
Cut the two support dowels to length and glue them into their drilled holes. Attach the top bar across the dowels with screws.
Sand the whole assembly, then finish and paint as you like. Glue the wood cones and balls into their drilled holes to finish the piece as a pretend ice cream stand.
