This is a build-to-fit pattern rather than a single fixed size: pick the length that fits your cabinet or drawer first, then cut the three 1x2 rails to that length minus 1-1/2" — the example below uses a 12" rack that holds about three or four standard bottles, but the same steps scale to whatever width you need. The two outer 1x2 rails stand on edge as raised side walls that keep bottles from rolling off, while the center 1x2 lies flat as a bottom support between the two end panels.
Build several and stack them with mounting tape (or similar) for a taller pantry or cabinet system — each rack is a complete, independent unit, so there's no interlocking joinery to align between layers.

Decide how long your water bottle organizer will be and cut the three 1x2 rails to that length minus 1-1/2". Cut two 1x6 end panels at 8" long. Sand any rough cut edges.
Screw or nail the 1x6 end panels to the 1x2 rails. One screw per joint is enough if screwing; if nailing, use glue and two nails per joint. The outer 1x2 rails stand vertically as side walls; the center 1x2 lies flat.
If building multiple racks to stack, use mounting tape to hold them together.
