A rolling cart is one of those builds that pays for itself the first week — three open shelves you can wheel to wherever you're working and park out of the way after. This one is honest and cheap: two ladder-like leg frames tied together by shelf boxes, with a plywood panel dropped into each, all riding on four casters.
The one spec that actually matters is the plywood thickness, and it's a real load decision: 1/4" for light storage, 1/2" if the shelves will carry tools, paint cans, or anything heavy. Undersize it and a loaded middle shelf bows. The shelf frames underneath the plywood are what carry the weight, so build those square and let the plywood just be the deck.
Ripping the sheet into three 15-3/4" x 48" panels is the first move — a table saw makes it painless, or have the panels cut at the store. After that it's screws, glue, and finish nails. Add casters last and check that all four sit flat so it doesn't rock.

Assumes 8 ft stock, a 1/8" saw kerf, and buying each part at its own width. Change the board size or kerf on the full board plan →
Rip the plywood into three panels, each 15-3/4" wide x 48" long. Set a table-saw fence to 15-3/4" and run the sheet through, or measure, mark, and cut with a circular saw — or have the store make the cuts.
Assemble the two ladder-like leg frames from the 2x4 legs and shelf supports with 2-1/2" self-tapping screws (or pocket holes if you have a jig). Build them identical so the shelves land level.
Build the frame for each shelf first from the 1x3 ends and sides — nail and glue, use 2" screws, or pocket holes. Then apply glue to the bottom edges and nail the plywood deck onto each frame.
Set the shelves between the two leg frames at your chosen heights and screw them down, also screwing into the legs. Check the whole cart for square as you go.
Attach the four casters to the base, making sure all four sit flat so the cart doesn't rock. Finish with stain or paint if you like — bare is fine for a shop cart.
