This cart takes its cue from real library book carts: two solid side panels with a cut-out handle, two shelves between them, and casters underneath so a full load of books moves without anyone lifting it. The side panels are the one place worth spending extra care — cut the handle opening and round the corners on the first panel, then use it as a pattern to trace and cut the second, so both sides actually match instead of being two independent attempts at the same shape.
The bottom shelf can mount two ways, and the plan leaves the choice open: flush at the very bottom of the sides, or raised on 1x2 supports for a bit more toe clearance when rolling the cart around a corner. Either works structurally; it's a preference call about how low the cart profile needs to be.
The top shelf overhangs its supports slightly and gets screwed down from above once the top-shelf support strip is in place — that support strip is what turns a wobbly top shelf into one that can carry a real stack of books without flexing. Casters go on last, screwed into the bottom shelf with whatever hardware ships with them; buy locking casters if this cart will spend time near stairs or a sloped floor.

On the two side pieces, cut out the handle opening and round the corners if you'd like. Cut the first panel carefully, then use it as a pattern to trace and cut the second — this is what makes both sides actually match rather than being two independent attempts at the same shape. Lightly sand the cut edges of both now, while they're easy to reach.
Attach the bottom shelf to the sides with either 3/4" pocket holes and 1-1/4" pocket hole screws, or 2" self-tapping star bit screws. Mount it flush at the bottom of the sides, or elevated on 1x2 supports underneath for a bit more clearance rolling around corners — either works.
Attach the bottom shelf trim pieces to the sides of the bottom shelf with 1-1/4" brad nails and glue.
Measure and mark the location for the top shelf support and attach with either pocket holes or 2" self-tapping screws. This strip is what keeps a fully loaded top shelf from flexing.
Attach the top back piece to the top shelf support with screws, or 1-1/4" brad nails and glue.
Place the top shelf on top of the shelf support. Mark its position and screw in place with 2" screws and glue.
Attach the caster wheels to the base of the cart with the screws included with them. Sand, fill any visible fasteners, and finish the whole cart before loading it with books.
