Glue and brad the two 27" pieces into an L, one edge overlapping the other, outside edges flush. Nail about every 6". This L is the back corner of the column.
Glue and nail the two 6" pieces across the top and bottom of the L. The column now stands on its own.
Measure the inside width — it'll be near 4-7/8", but pickets vary — cut the shelf to fit, mark its height (leave the bottom bay tall enough for the brush handle), and glue and nail it in through the sides.
Fill the nail holes, sand, and paint or stain with a foam brush. Stick the rubber pads under the base, stand it beside the toilet, and enjoy the small dignity of a bathroom with nothing to hide.
