Every bathroom has the same two objects with nowhere good to be: the toilet brush and the backup paper. This shelf is a 27"-tall, one-picket-wide column that swallows both — brush standing in the open bottom bay, rolls stacked above the inner shelf. It's five cuts and a handful of brads.
One picket does the whole thing, and the two cut-to-fit pieces matter: picket thickness wanders between 1/2" and 5/8", so the top/bottom and inner shelf are measured off YOUR assembled column, not the list. Cedar handles bathroom humidity well even painted.
The detail that shows thought: stick-on rubber pads under the bottom. They lift the wood off a floor that gets mopped, which is the difference between a shelf that lasts and one with a rotted foot. Fill the nail holes, paint or stain with a foam brush, and it looks store-bought.

Glue and brad the two 27" pieces into an L, one edge overlapping the other, outside edges flush. Nail about every 6". This L is the back corner of the column.
Glue and nail the two 6" pieces across the top and bottom of the L. The column now stands on its own.
Measure the inside width — it'll be near 4-7/8", but pickets vary — cut the shelf to fit, mark its height (leave the bottom bay tall enough for the brush handle), and glue and nail it in through the sides.
Fill the nail holes, sand, and paint or stain with a foam brush. Stick the rubber pads under the base, stand it beside the toilet, and enjoy the small dignity of a bathroom with nothing to hide.
