Lay two 1x8 boards together and measure the actual width, then cut your side 1x4 trim to that number. Apply glue between the 1x8s (and join them with pocket screws first if you have a jig), then nail the 1x4 trim across the ends.
Build two identical panels — one becomes the top, one the lower shelf.
Tools: Brad Nailer, Miter Saw, Tape Measure. Materials: 1x4, 10 ft, Brad nails, 1-1/4", Wood glue
Measure and cut the front and back trim to fit each panel, and attach with glue and 1-1/4" brad nails to the top and side trim. Repeat so both the top and the lower shelf are fully framed. Set both aside.

Cut the top inner support 2x4 to match the side-trim length. Attach the legs to it with 2-1/2" screws, then add the mitered corbel blocks with 1-1/4" brad nails and glue — the 45° bevels face out to form the corbel look. Check the assembly for square and adjust for level if needed.

Set the leg assemblies inside the frame of the tabletop and fasten them, so the legs hang from the top panel.

Stand the legs-and-top on the lower shelf panel, positioned where you want it, and attach with screws and glue up through the shelf into the legs.

Finish the base by adding the cross supports with 1-1/4" brad nails and glue to tie the legs together and stiffen the whole thing.
Fill holes, sand smooth, and finish. A pre-stain conditioner is worth it if you're staining pine — it blotches without one.
