Round the top corners of the two end pieces (trace a coffee can or a bowl for the curve) and drill a 3/4" hole in the center of each for the handle. Clamp the two ends together and sand the edges now, while they're sandwiched — it's far easier than sanding them separately later, and it guarantees they match.
Screw the ends to the bottom with 2" screws and glue. That's the whole frame — you should be about ten minutes in.
Screw the pegboard onto the sides, screwing along the bottom too. You can run it higher than the paper rolls if you want more hanging space for accessories.
Thread the dowel handle through the holes in the ends and glue it in place. Cut extra 3/4" dowels as removable spindles for the wrapping-paper rolls, and add pegboard hooks for scissors, tape, and ribbon. Finish if desired.
