The layout step matters more than any cut here: lay your actual tools out over the 2x4 before drilling anything, hanging tools without a D-ring handle upside down at the top and tools with a D-ring hanging below. That sorting is what makes the rack work — a shovel with a D-ring needs to hang below the beam by its handle, while a rake without one gets slotted in from above.
This is designed to be customized rather than followed exactly: cut the main 2x4 to whatever length fits your space and your actual tool collection, and space the hanger blocks based on where your tools land when laid out, not a fixed measurement.

Measure your space and cut the main beam to your desired rack length. Lay the beam on a flat surface and place your actual tools over it — tools without a D-ring handle go upside down at the top, tools with a D-ring handle hang below. Mark the position of each hanger block based on where your tools land.
Attach the upper row of hanger blocks to the top edge of the beam with screws, two per joint, leaving a 2" gap between blocks for sliding tools in.
Add the bottom row of hanger blocks.
Locate two studs in the wall and hang the rack, high enough that your longest tool doesn't touch the ground. Use at least two screws per stud, four screws minimum.
