Join two 21" rails between two legs with 1-1/2" pocket holes, 2-1/2" exterior pocket screws, and glue — one rail at the top, one near the bottom. Build the second set identical (stack-check them).
Glue at every joint isn't optional on this one: the frame will spend its life holding concrete overhead.

Join the two leg sets with long rails front and back, top and bottom — pocket holes again. Check the frame for square by diagonals; the pavers are rigid squares and will announce any parallelogram in the frame with gaps at the corners.

Install the lower shelf slats with their pocket holes facing DOWN, hidden toward the ground. Even spacing; this shelf holds citronella candles and paperbacks, not pavers, so the gaps are fine.

Install the top support slats with pocket holes facing UP: the pavers will sit on and hide them, which is the trick that leaves this table with zero visible fasteners. Space the supports so every paver edge lands on wood.
Stain everything now — penetrating exterior stain, all faces — and let it dry. Then bed the four pavers in generous beads of construction adhesive, seat them tight together, and leave the table alone for 24 hours. The adhesive is structural: a loose paver on a knee-height table is a genuine hazard, so don't economize on the beads.
