This one has no fixed shopping list by design — it's a genuine scrap-bin project, and the whole point is using whatever offcuts are already sitting around rather than buying new stock. What does need to be consistent is the hook shape itself: start from a roughly 3/4" x 1-1/2" blank about 4" long, cut the bottom at 45°, then mark 1/4" in from the top corner and draw a line at a 65° angle before cutting it with a jigsaw. That two-angle combination — the 45° base and the 65° hook face — is what gives the finished hook enough of a lip to actually catch a coat without looking like a plain triangle wedge.
The backer piece behind each hook needs to match the hook's width so the two read as one continuous shape rather than a hook awkwardly centered on a wider board. Beyond that, the plan is honestly freeform: lay scraps of different sizes and species side by side and rearrange until the pattern looks right before committing to fasteners, and watch your screw placement so you don't split thin scrap stock or stack two fasteners into the same spot from opposite sides.

Start each hook from a rectangular scrap roughly 3/4" x 1-1/2" x 4" long. Cut the bottom of each blank at a 45° angle.
Measure 1/4" in from the top corner of each blank and draw a line at a 65° angle from that mark. Cut along the marked line with a jigsaw to form the hook's catching lip.
Choose a backer piece for each hook that matches the hook's width, so the hook and backer read as one continuous shape once joined.
Lay your scraps alongside each other and rearrange sizes and patterns until you're happy with the overall look before fastening anything permanently.
Join each hook to its backer with nails or screws, driving fasteners carefully to avoid splitting thin scrap stock, and keeping fastener locations on opposite sides from overlapping each other.
Sand every surface, apply your finish of choice, and mount the assembled rack to the wall with screws and anchors sized to what you're hanging on it.
