Two identical inner 1x2 frames give this stand its structure, with cedar fence picket boards nailed to the outside as the visible skin — cheap picket stock doing the work of a finished panel. Build both frames first, then add the side panel pieces to their outsides before adding the shorter end pieces with cut-out handles.
The handles are cut with a jigsaw directly into the shorter side boards — drill a starter hole, then jigsaw out the handle shape, or skip the cutout entirely and add hardware handles instead if you'd rather not cut into the picket boards. The bottom goes on last, closing up the box and giving the dispenser a stable, elevated place to sit.

Build the inner 1x2 frame from the corner supports and bottom supports. Build two identical frames.
Add the side panel pieces to the outsides of the 1x2 frames.
Add the end pieces with handles to the two side pieces.
Attach the bottom boards. Drill out handle starter holes and cut with a jigsaw, or add hardware handles instead.
