This is a genuinely small build — one 6-ft board and four 1x3s cover the whole thing — and the only real rule to watch is the cut list's own callback: the bottom shelf's boards must come out exactly 4-1/2" shorter than the top shelf's side boards, or the two tiers won't stack with even overhangs. Everything else is straightforward pocket-hole assembly, trimmed on all four edges for a finished look.
Built as a fixed two-tier shelf rather than with adjustable pins, on the reasoning that art caddies and paper stacks are a known, unchanging size — adjustability solves a problem this piece doesn't have.

Assumes 8 ft stock, a 1/8" saw kerf, and buying each part at its own width. Change the board size or kerf on the full board plan →
Drill 3/4" pocket holes on all four sides of the smaller 1x12 boards, two per side. Attach to the 1x3 dividers with 1-1/4" pocket hole screws.
Measure and cut the side trim pieces to fit, and attach with pocket holes on the underside as well as 1-1/4" brad nails to the 1x3 side trim. Set the top shelf aside.
Drill 3/4" pocket holes on all four sides of the remaining 1x12 boards. Attach the 1x3 side trim pieces with 1-1/4" pocket hole screws, hiding them on the underside.
Finish the front and back with 1x3 trim, attaching on the bottom through the predrilled pocket holes and nailing to the side trim with 1-1/4" brad nails and glue.
Attach the legs with 1-1/4" brad nails and glue.
Attach the two shelves inside the legs with 1-1/4" screws or brad nails and glue.
Sand every surface and finish.
