Attach the two divider end pieces to two of the 12-1/2" long 1x3s, set in 3-1/2" from each end, using 1-1/4" brad nails and wood glue.

Attach the remaining long side and the top/side frame pieces to the divider section with 1-1/4" brad nails and wood glue.

Attach the plywood bottom to the underside of the frame with glue and 5/8" brad nails.

Mark out the pull-through cutouts on the remaining plywood panel. Clamp it firmly to a worktable and drill a starter hole in each cutout. Cut just inside your lines with a jigsaw and a fine finish blade — a scroll saw or router with the right bit works too. Sand the cut edges smooth so they won't snag or tear the bags. Attach the finished top to the frame with glue and 5/8" brad nails.
