The problem this solves is the back of a deep base cabinet, where pots go to be forgotten. Instead of a shelf you dig through, this is a small frame on a full-extension drawer slide: pull it out, every hanging pot swings clear of the cabinet, grab the one you want, push it back.
The build is almost trivially simple — a 2x4 for the fixed rail, a 2x2 for the moving rail, a 1x6 base to tie them together, and a row of heavy screw hooks. The entire trick is the drawer slide, so buy the biggest full-extension, heavy-duty slide that will fit your cabinet. A light slide will sag and bind the first time you hang a cast-iron Dutch oven off it.
Because every cabinet is a different size, treat the lengths here as a starting point and cut the rails to your own cabinet's depth. Test that the slide runs smoothly before any glue sets — a slide installed 1/16" out of parallel will fight you forever.

Attach the outer (larger) member of the drawer slide to the 2x4 fixed rail, flush to the bottom, with its front edge flush to the front of the 2x4. Getting the slide flush and square here sets up everything downstream.
Extend the inner part of the slide fully and fasten it to the 2x2 moving rail, all edges flush to the bottom and the front edge of the inner member flush to the front of the 2x2. Do the same on the second side if you're running a slide per side.
Set the assembly on top of the 1x6 base, confirm the slide still runs smoothly, then glue and screw the base on from underneath with 2" screws. Slide it in and out before the glue cures — this is your last chance to correct a bind for free.
Predrill pilot holes for each screw hook and thread them into the 2x4 rail. Predrilling matters — driving a hook into un-drilled 2x4 near an edge will split it.
Mount the finished organizer centered in the cabinet, using the L-brackets to support the back of the fixed rail. Exactly how you anchor it depends on your cabinet's construction — into the side walls, a cleat, or the back — so adjust to what your box gives you. Confirm it clears the face frame and door when pulled all the way out.
