This is really three builds that only make sense together: a sturdy 2x4-and-plywood workbench, a recessed shelf that drops your miter saw deck flush with the benchtop, and two rolling carts that tuck completely underneath. The carts are the point. Each one carries shelves for tools and a removable top section that a benchtop tool bolts to — roll a cart out, lift the tool into position, work, and roll it all back under the bench when you're done. A one-car garage stays a one-car garage.
Two measurements in this build are yours, not the plan's, and both come before cutting: the width of your miter saw (it sets the recessed shelf opening) and the height of your casters (the cut list assumes 3-3/4" of clearance — taller casters mean shorter cart sides, or the carts won't slide under). Measure your saw's deck height too; the recessed shelf drops by that amount plus 3/4" so the saw's table lands flush with the workbench top. Get that flush line right and the bench itself becomes outfeed support for long boards, which is the whole reason to recess a saw instead of plopping it on top.
Everything is glue plus screws or staples — fast, strong enough, and appropriate for a shop fixture. Check for square at every frame stage; a racked cart frame is a cart that jams under the bench forever.

Assemble the top and bottom bench frames from 2x4s with glue and 3" screws at the corners. Measure both diagonals on each frame and adjust until they match — every panel and shelf that follows inherits whatever squareness you lock in here.
Fasten each leg to the frames with four 3" screws and glue, checking with a square that the legs sit dead perpendicular to the frame. A leg that's a degree off plumb turns into a bench that rocks a quarter inch at the floor.
Screw the bottom supports to the back legs, 4" up from the floor, with 3" screws and glue. These stiffen the base and give the plywood skins something to land on.
Glue and staple the 1/4" plywood to the outside faces of the bench sides. The skins do more than close the box — a thin panel glued across a frame kills racking better than any diagonal brace.
Glue and staple the 3/4" plywood tops to the frames with the 2" staples. Wipe squeeze-out now — dried glue drips on a benchtop telegraph into every workpiece you clamp to it later.
Measure the height from your saw's feet to its deck, add 3/4" for the shelf plywood, and mark that distance down from the benchtop. Screw the top cleats to the bench sides at that line — flush at the back, held 1-1/2" short at the front for the trim. Add the bottom shelf cleats with a 4" space beneath.
This is the measurement that makes the saw deck land flush with the benchtop. Measure your actual saw, not the manual's spec.
Screw the front trim to the legs and cleats with 3" screws, then land the plywood shelves on the cleats with glue and 1-1/4" staples. Set your saw in place and check the deck against the benchtop with a straightedge before you bolt it down.
Before cutting a single cart part, measure your casters' installed height. The cut list assumes 3-3/4"; the maximum clearance under the bench is 36", and you want daylight above the cart or it will scrape and jam.
Check the garage floor too — floors slope toward the door, and a cart sized to the tight spot fits everywhere.
Join each cart front to its shelf end with the 1x2s and 2" screws. Build two frames per cart, mirror images, and check them for square — a racked frame makes a cart that never rolls straight under the bench.
Staple the remaining 1x2 cleats to the shelf undersides, then fix the shelves inside the cart frames with glue and 2" screws or staples. Cut two 9" scrap blocks and use them as spacers so every shelf lands level without measuring each one.
Shelf heights are yours to choose — set them to the tools you actually own, not the diagram.
Staple and glue the 1/4" backs to the shelves, then the tops and bottoms to the frames with 2" staples and glue. The back panels are structural here, same as the bench skins — don't skip them because they look optional.
Screw four braked casters to each cart bottom with the 3/4" pan heads, and bolt on the handles. Brakes are not optional — the first time you push a saw through a board on a cart that walks, you'll understand why.
On each cart top, cut the opening for your benchtop tools with a circular saw, finishing the corners with a jigsaw. Follow the line of the shelf backs and size the depth to your tools — and leave about 2" extra for the cleat that comes next.
Screw 1x2 cleats — cut 1-1/2" shorter than the opening depth — inside the cart so their tops sit flush with the bottom of the cart's plywood top. Then make the removable tool shelf: a 3/4" plywood panel cut to the opening with a 1x2 cleat attached flat underneath. Test the fit; it should drop in and lift out without persuasion.
Bolt each benchtop tool to its removable panel the way its manual says. Only genuinely light tools should store hanging upside down inside the cart — a heavy sander will work its bolts loose. Extra cleats inside the cart let one cart serve several tools with swappable panels.
For a table saw, the same idea applies with one change: the panel is custom-cut so the saw's deck ends up slightly PROUD of the cart top, with clear room for the fence and miter slots to travel. The cart top must never sit higher than the saw table, or every rip will catch on the lip.
