Cut the 2x4 to 12" long. Stain as desired and let it dry fully before drilling — stain raises the grain slightly, and drilling before staining can leave rougher holes.
Drill three holes in the top of the block sized to match your wire or paper clip gauge. Angle them back slightly rather than straight down — a leaning clip holds a photo more securely than a vertical one.
Apply the vinyl lettering to the front face of the block. A Cricut or similar cutting machine gives the cleanest lettering, but hand-painted lettering or a purchased stencil both work if you don't have one.
