The wall above a toilet is the most reliably wasted storage in any house, and the usual fix — a spindly white cabinet clamped around the tank — looks like it came with the toilet. This is the better answer: a leaning ladder with three real wood shelves, deepest at the bottom (1x10), shallowest at the top (1x6), so the whole thing rakes back at 10° and stands against the wall over the tank.
The geometry is one cut, repeated: both ends of each 2x3 rail cut at 10° off square, long point to short point, ends PARALLEL. Parallel is the word that matters — with the ends parallel, the same angle that lays flat against the wall at the top sits flat on the floor at the bottom. Cut them mirrored instead and you'll build a very nice ladder that touches the wall at one corner.
The graduated shelf depths aren't styling; they're what makes a leaning shelf work. Each shelf's depth is matched to where the raked rails put the wall — deep where the rails are far from the wall (bottom), shallow where they're close (top). The 1x3 backs and sides box each shelf so bottles don't slide off the sloped world they now live in.
Bathrooms are humid and tile floors are unforgiving, so two practical notes: finish all sides of every board (sealed one side only, boards cup in bathroom humidity), and put a safety anchor near the top — a single screw or anti-tip strap into a stud. A leaning shelf full of glass jars above porcelain is not the place to trust friction alone.

Glue and brad-nail a 1x3 back to the rear edge of each shelf board, then cap each end with the matching 1x3 sides — a shallow three-sided tray per shelf.
The backs and sides earn their keep the day the ladder is standing: everything on these shelves lives on a 10° slope, and the lip is what keeps the mouthwash from exploring.
Cut both rails at 10°, ends parallel, long point to short point — check them against each other face to face; they should match exactly, not mirror.
Lean the rails against a wall at their working angle and attach the bottom shelf box between them, level, with 1-1/4" screws through the shelf sides into the rails. A level on the shelf while you drive the first screw saves re-doing all four.
With the bottom shelf holding the rails in plane, add the middle and top shelves — each level, each screwed through its sides into the rails. Space them for what actually lives above your toilet (tall bottles need more room than folded towels).
Stand it over the tank, check it clears the lid at full open, and add a discreet screw or anti-tip strap from the top of one rail into a wall stud. Finish every face of every board — this thing lives in steam.
