Both the top and bottom of this console are built the same way — edge-glue two 1x8 boards together, then trim the assembled panel on all four sides with 1x4 — so build both shelf panels identically before moving to the base. Measure the trim to fit your actual glued-up panel width rather than cutting to the plan's numbers outright, since board width varies slightly board to board.
The leg frame is four straight 2x4 legs joined by an inner support at the height of the bottom shelf, with beveled 2x4 corner braces cut at 45° on both ends tying each leg to the top rail — a simpler alternative to a full X-brace that still keeps the base from racking side to side. Attach the leg sets to the underside of the tabletop panel first, checking for level, then set the whole leg-and-top assembly down onto the bottom shelf panel and screw through from above.
Finish the base by adding the remaining cross supports last, once the top and bottom are already joined by the legs — trying to add them before the two shelves are connected makes it much harder to keep the base square.

Lay the 1x8 tabletop boards together and glue between them. Measure the assembled width and cut the trim to fit, then nail the trim to the ends with 1-1/4" brad nails and glue. Build two identical panels for the top and bottom.
Match the top 2x4 inner support to the side trim length and attach the legs with screws. Attach the cross supports with 1-1/4" brad nails and glue, adjusting for level.
Attach the leg frame inside the top panel with screws and glue.
Set the leg-and-top assembly on top of the bottom shelf panel. Attach with screws and glue.
Finish the base by adding the remaining cross supports with 1-1/4" brad nails and glue.
Sand all surfaces and apply primer and paint, or stain and poly.
