Storing full sheets of plywood on edge, rather than flat, is the entire point of this cart — flat-stacked sheets are heavy to dig through and warp under their own weight over time, while vertical slots let you pull one sheet without disturbing the rest. Add the caster wheels right after the base is built, while the frame is still light and easy to flip — the source is direct about this, since waiting until the walls and floor are on makes wheel access awkward.
The scrap-wood bins are a genuinely simple sub-build: four identical side/divider pieces cut with an angled top from a single plywood strip, then a front and back attached across them. That angled top is what lets you see and grab an offcut from above without the bin walls blocking the view — a square-topped bin would hide everything below the rim.

Some parts are longer than a 8 ft board, so there is no honest board count to show here. Open the board plan to pick a longer stock length — it names every part that does not fit.

Screw the base together with 2-1/2" screws (or pocket holes at a 1-1/2" setting with 2-1/2" pocket hole screws), checking for square. Add the caster wheels at this stage — waiting until later makes wheel access awkward.
Build the wall frames, then attach them to the top of the floor framing. You'll need to screw at an angle to attach the wall verticals into the floor studs.
Place the plywood floor panels between the walls and screw down with 1-1/2" screws.
Add cross bracing to keep the walls square, screwing on with 1-1/2" screws.
For additional support and storage of smaller plywood pieces, screw 1x4 trim around the top panel.
Cut the four side/divider pieces with an angled top from a strip of plywood, all identical. Attach a front and back piece across the strips, then add dividers between them as desired.
