A tabletop candle arrangement usually just sits flat on whatever surface it's on; this raises the whole row up on a low pedestal instead, which gives votives or short pillar candles more visual presence without needing tall candlesticks.
It's two simple leg assemblies — a brace sandwiched between two posts — joined by a single long base board that rests in a notch below the top of the posts, rather than sitting on top of them. That detail is what keeps the base from wobbling: it's captured between the two leg assemblies instead of just resting on a flat surface.
Any scrap species works, and any join method you have on hand — pocket holes, dowels, or just glue and finish nails — since nothing here carries meaningful load beyond a few lit candles.

A board foot is a volume, not a length: 144 cubic inches, or a piece 1″ thick by 12″ wide by 12″ long. The “≈” note beside each row shows roughly how much 3/4″ × 6″ board that works out to.

Assumes 8 ft stock, a 1/8" saw kerf, and buying each part at its own width. Change the board size or kerf on the full board plan →
Cut the base, two braces, and four posts to size, then sand every piece.
Join a brace between two posts on each end, positioning the brace about 1in below the top of the posts, so it forms a leg assembly with a notch above it.
Apply glue to the top of each brace, then slide the base board down between the posts to rest on the braces, positioned about 2in in from each end. Clamp and let the glue cure fully.
Finish with a wipe-on oil, then set candles or candle holders along the raised base.
