The dowels are what actually bear the ironing board's weight, so the trick to a clean, sturdy result is drilling the screw holes all the way through the plywood face first, before flipping the piece over to install the dowels from the back. Predrilling from the front lets you place each dowel exactly where you marked it and drive the screw straight and centered, instead of guessing blind from the back and hoping the screw lands in the middle of a dowel you can't see.
Everything else is basic shelf-and-cleat construction: a plywood back panel, a small shelf near the bottom for the iron itself, and a metal or wood bar across the front to hold it. This is a genuinely flexible build — you can join every part with brad nails and glue, self-tapping screws, or pocket screws, whichever tools you already have on hand, and the finished result is the same either way.

Nail, screw, or pocket-hole the two shelf side pieces to the shelf board — whichever method matches the tools you already have on hand.
From the back, attach the assembled shelf to the plywood back panel with glue and nails or screws, keeping all outside edges flush.
Predrill the dowel screw holes all the way through the plywood from the front, at the positions where you want the dowels. Flip the panel over, insert screws from the back, line up the dowels centered on the screw tips, and attach — the front holes give you an exact guide for driving each screw straight and centered into its dowel.
Attach the metal strip or 1x2 bar across the front near the top to hold the iron.
