Step-by-step build — 7 steps. Also available as a print sheet.
Attach the legs to the horizontal 2x6 leg supports. Use 2-1/2" self-tapping screws, or drill 1-1/2" pocket holes on the 2x6 ends and attach with 2-1/2" pocket hole screws and glue. Also drill pocket holes for the apron attachment in the next step. Build two identical leg sets.
With the sides not yet attached to the rest of the frame, hold the 2x2 braces in place, trace the actual cut lines with a pencil, then cut and attach with screws or brad nails and glue.
Attach the 2x2 aprons to the 2x6 leg supports, joining the two leg sets into the full base frame.
Attach the bottom shelf slats with 1-1/2" pocket holes and 2-1/2" pocket hole screws, spacing about 1/8" between slats.
Rip the 2x10 boards to 9.25" and attach the top boards from underneath with 2-1/2" screws and glue, keeping overhangs even.
With the base assembled and right-side up, attach casters to the bottom of each leg.
Sand all surfaces and apply primer and paint, or stain and poly.
