Join the bottom shelf boards edge to edge, using either a pocket-hole jig or a wood block underneath for support while fastening.
Attach the four legs to the bottom shelf.
Attach the mitered shelf skirt pieces around the base of the shelf, dry-fitting the whole ring before committing to glue. Then add the top aprons connecting the legs — 3/4" pocket holes with 1-1/4" pocket hole screws work well here. To attach the top with pocket holes later, drill the top-facing pocket holes into the aprons now, while they're still accessible.
Join the 1x4 tabletop boards edge to edge into a full panel. Mark a 24"-diameter circle centered on the panel and cut it out with a jigsaw, then sand the edge smooth and even.
Attach the round top to the base, either through the predrilled apron pocket holes from underneath, or with decorative bolts or nails through the top.
